Fa Yan (法衍, Pháp Diễn; fl. late 2nd century AD; courtesy name Jize 季谋), native of Mei County in Fufeng, was a distinguished judicial officer and Director of Retainers (*Sili Xiaowei* 司隶校尉) during the late Eastern Han dynasty, father of Liu Bei‘s foremost strategist Fa Zheng (法正).
Descended from the prominent Fa clan of Guanling and grandson of the legendary Han recluse-philosopher Fa Zhen (法真, titled Master Xuande 玄德先生), Fa Yan was thoroughly versed in Confucian classics, Han statutory jurisprudence, and statecraft. He began his official career in the capital, serving as Judicial Officer in the Court of Judicial Review (*Tingwei Zheng* 廷尉正) and later ascending to Director of Retainers (*Sili Xiaowei*), one of the most powerful imperial inspectorial positions in Han China.
Fa Yan was celebrated throughout the empire for his incorruptible fairness, strict adherence to legal precedent, and utter fearlessness before powerful consort clans and corrupt eunuchs. His deep intellect, pragmatic understanding of human psychology, and strategic statecraft were directly passed down to his brilliant son, Fa Zheng. Following the catastrophic Dong Zhuo turmoil, Fa Zheng migrated to Yi Province (Yizhou), where he became the mastermind behind Liu Bei’s conquest of Sichuan and the crushing defeat of Xiahou Yuan at Mount Dingjun in 219 AD.
