Ren Xiao (任嚣, Nhậm Ngao; d. 208 BC), was a high-ranking grand general and Supreme Military Commissioner of Nanhai (南海尉) of the Qin Dynasty, celebrated as the first architect of Chinese imperial pacification and urban administration in Lingnan (modern Guangdong and Guangxi).
In 214 BC, commissioned by Qin Shi Huang alongside General Zhao Tuo, Ren Xiao commanded five hundred thousand troops across the rugged Five Ridges (Nanling), pacifying the Baiyue tribes and establishing Nanhai, Guilin, and Xiang commanderies. Constructing the fortified garrison city of Panyu (modern Guangzhou), Ren Xiao governed with administrative vision, introducing iron plows, weaving techniques, and Chinese literacy to indigenous communities.
In 208 BC, falling critically ill as Chen Sheng and Wu Guang’s rebellion tore the Qin heartland apart, Ren Xiao summoned Zhao Tuo to his sickbed. Demonstrating extraordinary geopolitical foresight, Ren Xiao analyzed: ‘The Qin dynasty is in ruins; the central plains are drowned in blood. Lingnan has steep mountains on the north and the great ocean on the south; it can support a thousand li of independent soil to protect our people!’ He handed the military seal of Nanhai to Zhao Tuo and ordered him to sever the mountain passes, passing away days later and enabling the founding of the kingdom of Nanyue.
