Yao Zhou (姚伷), courtesy name Zixu, was a prominent official serving the state of Shu Han during the Three Kingdoms period of China. Hailing from Langzhong in Ba Commandery (present-day Langzhong, Sichuan), Yao Zhou was recognized early for his integrity and administrative talent.
When Zhuge Liang established his Bureau of the Chancellor (Chengxiang Fu) after Liu Bei’s death, Yao Zhou was recruited to serve as a Clerk (Yuan). His diligence and keen eye for talent quickly caught the attention of the Chancellor. He was later promoted to the position of Registrar (Zhubu). Zhuge Liang highly valued Yao Zhou’s character, often praising his sincerity and his ability to recommend virtuous men to the government. In his writings, Zhuge Liang grouped Yao Zhou with other esteemed officials, noting that they were the pillars of the state’s administration.
Yao Zhou’s career continued to ascend as he eventually reached the high-ranking position of Minister of the Imperial Household (Guanglu Xun). Throughout his service, he remained humble and was known for his frugal lifestyle, prioritizing the welfare of the state over personal gain. His death date is not recorded, but his legacy remained as one of the ‘pure’ officials who maintained the stability of the Shu Han government during its middle years.

In Luo Guanzhong’s historical novel Romance of the Three Kingdoms, Yao Zhou appears as a minor historical figure, primarily mentioned during the mobilization for Zhuge Liang’s Northern Expeditions. In Chapter 91, he is listed among the civil officials who remained in Chengdu or served in the administrative backend to support the military campaigns against Cao Wei. While he does not take part in frontline combat, his presence signifies the collective effort of the Shu Han bureaucracy in supporting Zhuge Liang’s grand ambitions.
