Biography of Liu Shao and Historical Record
Liu Shao, courtesy name Kongcai, was an eminent statesman, legal theorist, and military strategist who served the state of Cao Wei across three imperial reigns. Hailing from Handan in Guangping, he achieved monumental stature not only through high administrative council—holding offices such as Regular Mounted Attendant and Grand Administrator of Chenliu—but also as one of the finest intellectual luminaries of the Three Kingdoms era. He authored the famous personnel treatise Renwuzhi (A Study of Human Characters), an immortal classic documented in the historical Records of the Three Kingdoms.
Entering public service during the late Han dynasty under Emperor Xian, he later helped draft the foundational ‘New Wei Code’ (Xin Lü) and compiled the imperial encyclopedia Huanglan under Cao Pi. In 234 AD, when Sun Quan led a massive 100,000-man invasion against Hefei in coordination with Shu Han, Emperor Cao Rui sought strategic guidance. Rather than engaging in direct combat on the river, the Wei minister advised deploying elite cavalry to sever enemy retreat routes and supply lines. Cao Rui followed his counsel, forcing Eastern Wu to burn their siege engines and retreat without a fight, exactly as Liu Shao had predicted.
Role in Romance of the Three Kingdoms
In Chapter 105 of the classic novel Romance of the Three Kingdoms, Liu Shao is depicted as an incisive court minister who delivers calm strategic counsel during multi-front crises. He analyzes the logistical vulnerabilities of Eastern Wu’s amphibious fleet, enabling Cao Wei to secure its borders.
