Yin Kui was a scholar and official during the late Eastern Han Dynasty. Originally serving under the warlord Yuan Shao, he was recognized for his integrity and administrative capability. Following the collapse of the Yuan family’s power, he submitted to the Cao Wei regime. He served as the Administrator of Liaodong under Cao Cao, where he was tasked with managing the difficult relationship with the warlord Gongsun Du and his successors. Records suggest he possessed considerable diplomatic acumen, effectively acting as an intermediary between the central court and the frontier warlords.

In the narrative, Yin Kui appears as a minor administrative figure loyal to the house of Yuan. While not a central character in the major military conflicts, his inclusion serves to highlight the transition of former Yuan officials into the bureaucratic structure of the Cao family.
